When organized, Pike County included all that portion of the Territory of Missouri norht of Lincoln County extending to the Iowa line and west to the limits of the territory. The northern and western boundaries were set when Ralls County was formed in 1820.
Andrew Edwards, along with his brother, David, were named one of five commissioners for Pike County.
The First circuit court of Pike County met "second Monday 12th April 1819 at the house of Obadiah Dickerson. --- Andrew Edwards, John Jordan, John Bryson and James Johnson - commissioners appointed by an act of Legislature of the Territory of Missouri approved 14 December 1818 entitled as an Act for establishing the County of Pike - appeared in open court and executed their bond to the govenor of the Territory for the time being and his successor in office, sa the law directs, in penal sum of fifteen thousand Dollars: and Alexander Allison, Samuel Gary, James Watson, and Samuel K. Caldwell subscribed the same securities, being approved by tghe court - the said Commissioners Respectively, took the oat of office required by the act." Pike County Circuit Court Record Book A, page 15.
Apparently the Pike County Commissioners had been active prior to executing their bond,m and had selected a location in Section 18, township 54, Range one West of the 5th Meridian (Louisiana).

David Edwards was one of five commissioners appointed to select a "permanent seat of Justice" for Franklin County. This suggets that David Edwards had been living in Western St. Louis Co. for some time.
